Players constantly leave without game over

Just for the record, a player who disconnects isn't always ragequitting. I myself have an internet connection that sometimes keeps cutting out. There has been several games in which I've become disconnected - and my opponent has probably thought that I've ragequitted. This has already been mentioned in the thread, but still, this is something that is good to remember.
You can always tell when is a bad connection and when is not. Those disc. Happens always, always when they are in losing position.
And you can always tell by their play that they are angry and nothing but trolls.
Banning not always work because most of the players when this happens are Anoyumoust in non rated game. Why people care so much about not rated game. Even so some of them hate me soo much cuz they see my high rate in casual game, they join and want to proove smth and try soo hard and agressive to beat me, they loose and do that... and when i play stupid moves etc (cuz is not rated game) they are sooo happy and start trolling chat.. man those people are really unhappy and have problems in real life lol.
The point of this thread is to find a way to prevent this. What i mean is Server/engine/site should allways know when this happens, becouse of bad connection or not. This is easy. Site can track player and if he start new game or he is still online immediately to kick/ban/penalty him for 10 minutes or so or give me win in that very moment.

just open another tab and do something else while you wait. check your phone etc.
so you guys are saying that people that leave the game are actually playing another game and you can track them?

There should be way for system to track; e.g. number of times you have performed this feat. That way other players can avoid them.
I remember playing on Spelpunt many years ago. There is a scoring system there on which everyone can see how many times a player has left a game. I think such a system could work very well for those who are especially annoyed by those who leave games, as they can - after the scoring system has been implemented - simply avoid those players.
A count for leaving games seems like a somewhat feasible idea, but I don't think it'd be particularly effective against those who leave their game window open (so the other player doesn't get a "This player has left the game, would you like to claim victory or a draw?" prompt) and wind their clock down all the way to zero. Any ideas to distinguish those trolls from the ones who're genuinely making liberal use of their time as they see fit?
